A 28-year-old SeaTac man has been charged in King County Superior Court with two counts of second degree kidnapping and one count of unlawful imprisonment domestic violence after prosecutors alleged he restrained his girlfriend and drove away with her two young children, according to charging documents filed Sept. 2.

Carlos Alberto Gallegos Villagomez is accused of intentionally abducting two children on or about Aug. 30 in King and Kittitas counties, according to the charging document. Prosecutors also allege he knowingly restrained the children’s mother between Aug. 27 and Aug. 30 in King County.

The victim and her children live in SeaTac, and the defendant’s registered address is the same SeaTac address, according to the prosecutor’s case summary. Arrest paperwork in the file lists a last known address in Tukwila.

According to a probable cause statement prepared by Washington State Patrol Detective Jacob Lilley, troopers responded Aug. 30 to a domestic violence incident on eastbound Interstate 90 at East Sunset Way near milepost 18.8 in Issaquah.

The woman told dispatchers that her boyfriend had kidnapped her children and left her on the side of the roadway with a tow truck operator, according to the probable cause statement.

Prosecutors said in a bail request that the defendant had driven the woman and her two children, ages 5 and 6, for three days and did not allow her to take control of or leave the vehicle. The woman told police he assaulted her when she tried to take the keys, according to prosecutors.

Prosecutors said that on Aug. 30, the defendant claimed the vehicle was out of gas and parked on the side of I-90. While the woman was outside the vehicle speaking with a tow truck driver, prosecutors alleged, he turned on the vehicle and drove away with both children in the back seat.

Washington State Patrol later located the vehicle and deployed stop sticks to prevent him from driving farther, according to the prosecutor’s case summary. The children were recovered, prosecutors said.

The state requested bail be set at $200,000, the same amount set at the defendant’s first appearance, according to the documents. Prosecutors also requested electronic home detention, drug and alcohol testing, a domestic violence no contact order protecting the woman, anti harassment orders protecting the children, an order to surrender weapons and an order prohibiting contact with minors if the defendant is able to post bail.

The court records also say the defendant had two active warrants at the time of the filing, including one out of Kent Municipal Court for DUI. Prosecutors said he is on probation for a 2024 DUI in Kent Municipal Court.

Defendants are innocent until proven guilty in court.
