The SeaTac City Council at its special meeting Monday night (Dec. 23, 2024) voted to place Interim City Manager Kyle Moore on paid administrative leave effective immediately, pending the outcome of an investigation into allegations of a toxic work environment.
Moore has served the City of SeaTac for approximately seven years, holding the role of Government Relations and Communications Manager prior to becoming Interim City Manager in May. In his previous position, he reported directly to the City Manager but did not manage a department or oversee a departmental budget.
Also during Monday night’s special meeting, it was announced that a second investigation of Moore will be conducted. Documents from the first investigation cite a strained work environment and raise questions about compliance with workplace policies.
The investigation, conducted by an independent firm, stemmed from an Aug. 5, 2024 complaint alleging workplace misconduct. The report also confirms that multiple individuals participated in interviews, citing a strained work environment.
Citing RCW 42.56.250(1)(f), the city withheld identifying information about the parties involved and internal deliberations, stating that such exemptions protect sensitive employment records. The city disclosed that the investigation concluded in October, but findings on whether Moore violated workplace policies remain unclear in the public record.
The city’s initial response to the public records request indicated a high volume of similar requests, resulting in multiple delays. The final records were released Wednesday, Dec. 18, 2024, with over 100 pages of documentation, including the exemption log detailing the redacted portions.
SeaTac officials emphasized their compliance with state public disclosure laws, encouraging individuals seeking further details to pursue judicial review if necessary.
The SeaTac Blog reached out to Moore and the city for comment on Monday morning, but as of publication time, we have not yet heard back from either.
